Electoral fraud: increasing the voter registry
THE SCAM OF INFLATING THE ELECTORAL ROLL

The scam consists of registering people in the locality to manipulate the results. It is especially effective in small towns, where adding 10 or 20 more registered voters can directly secure the mayoralty. It is particularly effective in local elections and, to a lesser extent, in regional ones.
The most worrying aspect of this scam is that we do not know of any case where a court has declared these votes invalid or found anyone guilty for these fraudulent registrations.

2013-04-10 The census fraud jumps to the electoral roll of Santa Cruz de Tenerife
The INE began detecting since 2007, two years before it could cross-check its data with the Ministry of the Interior, that in Santa Cruz de Tenerife there were almost 12,000 people registered on the electoral roll who did not exist. The figure practically matches the number of residents fraudulently registered in the city since 1996.
