This scam, whose name says it all, consists of buying votes using the mail-in voting method to carry out a VOTE BUYING SCAM. The purchase can be made in various ways, not just with money; work, food, a favor, or even threats can also be offered. Mail-in voting is used because it provides greater security to the buyer that the vote will go to the person they paid to vote for. In other words, mail-in voting allows the buyer to ensure that the vote is for their party, something that is harder to control when buying someone who will vote at the polling station, since at the polling place the vote can always be changed at the last moment by swapping one envelope for another or entering the booth to modify the vote. Why does mail-in voting offer 100% certainty about who is being voted for? Below, we explain how it works.
STEP 1. The person who wants to vote by mail requests it by going to the Post Office with their ID, or if they cannot, they delegate someone to request it, always justifying why they cannot go in person. Here it is already evident that people with Alzheimer’s, terminal degenerative diseases, etc., can unknowingly request mail-in voting, linking this scam with THE NUNS’ SCAM.
STEP 2. A postal worker delivers the different ballots to your home or residence so you can vote; here the ID of the applicant is checked. This is when an honest postal worker would not allow anyone except the person with the ID to collect the envelope, but if it’s a dishonest one, they could simply leave the envelopes and ballots at the door of a nursing home with the person in charge. Once again, this way of voting facilitates THE NUNS’ SCAM.
STEP 3. Anyone can bring the completed and signed papers along with the vote to the Post Office; it is not necessary to identify yourself again at the Post Office to vote, just to bring the papers in order. And this is where the magic of this scam happens: you carry out the VOTE BUYING SCAM, the person whose vote you buy gives you the papers they received at home, and you fill them out and take them to the Post Office, with absolute certainty that THEY WILL VOTE FOR WHOEVER YOU WANT, BECAUSE YOU HAVE PUT THE VOTES IN THE ENVELOPE AND FILLED EVERYTHING OUT.
In principle, there seems to be a limit to how many votes one person can bring, but... if the postal worker looks the other way... The most notorious case was in 2015 in Melilla, where a PP representative was seen with dozens, if not hundreds, of votes passing through the Post Office counter.

A total of 1,357,720 registered voters in Spain exercised their right to vote by mail in the elections on Sunday, June 26, representing an 86.5% increase compared to the December elections, according to data released by the Post Office.
This is the final number of votes accepted by the postal company, although at the time 1,452,988 people registered in Spain had requested mail-in voting.
Of all the mail-in votes accepted, almost double the approximately 700,000 cast in December, the postal company already has in custody 1,291,131 envelopes with votes deposited by voters, ready for delivery next Sunday at polling stations.
